Will UPA Government Soon Announce Policy On Separate Telangana?

Recently 15 ministers of Andhra Pradesh government from Telangana region, led deputy CM Damodar Raja Narasimha , wrote to Congress president Sonia Gandhi seeking a separate Telangana state. However, two ministers from Hyderabad are not signatories.
There is a strong lobby in the Congress party which has been advocating a pro-Telangana stance on the ground that it would reestablish the party in the region from where it has been turfed out, and open up the possibility of collaboration with Telangana Rashtra Samiti.
Moreover,TRS president K Chandrasekhara Rao has been camping in New Delhi for over 10 days, lobbying for an announcement on Separate Telangana from the Union Government. He has been saying that a positive response on T-state will soon come from the Central government.
However, Union minister Vayalar Ravi is on record saying that there will not be any discussion on separate Telangana until 2014.Do you think the UPA government will finally announce separate Telangana state?
